Content: Until the twentieth century, despotic rulers, from ancient godlike emperors to the tsars of Russia had ruled, often with great brutality, without laws, but custom, religion, the merciful inefficiency of their bureaucracies and the primitive nature of technology, limited their power. By the time Joseph Stalin cast his eyes upon the peasants of Russia, no such limits remained.
